Energy Assistance Programs are Underway

MIDDLETOWN – Orange County’s Energy Assistance Programs have opened as of November 14th, 2016.  The Home Energy Assistance Program (HEAP) and Heating Equipment Repair and Replacement (HERR), administered by Orange County Department of Social Services, the Orange County Fuel Fund, administered by United Way of Dutchess-Orange Region and the Weatherization and EmPower Program administered by the Regional Economic Community Action Program (RECAP) have begun accepting applications this November.

The Home Energy Assistance Program (HEAP) is a federally funded program that assists eligible households in meeting their home energy needs. This includes financial assistance with paying utility and oil bills for each heating season.

Application appointments are scheduled by calling (845) 291-2002.

The Fuel Fund is an initiative of Orange County Government and United Way of the Dutchess-Orange Region, designed to enhance the penetration rate of energy related services available for low to moderate income residents of Orange County.

“Everyone should have a warm home and for those Orange County residents who need assistance to help pay a portion of their home heating expense, but whose income disqualifies them for the Home Energy Assistance Program (HEAP), they could be eligible for help through the Orange County Fuel Fund, sponsored by United Way of the Dutchess-Orange Region and Orange County Government,” explained Jeannie Montano, Executive Director & CEO of United Way.

RECAP’s Weatherization and EmPower Program, funded by HCR and NYSERDA, may provide attic and wall insulation, weather stripping, air sealing, energy efficient light bulbs, lighting fixtures, aerators and showerheads to reduce water consumption and waste as well as smoke and carbon monoxide detectors. The program will inspect and test the existing distribution and heating systems as well as do an assessment of ventilation in the kitchen and bathroom to ensure they are operating properly and safely and may also clean and service these systems. The program could replace an inefficient refrigerator or water heater with energy efficient models.  This program is free to those who qualify.  Qualifications include income, ownership and utility usage history along with a completed, signed application.
In 2015, RECAP’s Weatherization and EmPower Program serviced 77 families throughout Orange County.

“The Weatherization and EmPower Program assists those living in poverty, in particular our seniors, to live in safer, healthier and more energy efficient environments within their own homes.” said Michele McKeon, RECAP’s Chief Operating Officer. “It is a vital anti-poverty initiative as it reduces utility bills which may lead to more available disposable income and RECAP is proud to provide this service to our community.”
